This is a management level position within the Command Staff of the City of Boise, Boise Fire Department.
Division Chief/ Emergency Medical Services

Responsibilities
Plans, directs and reviews activities of Boise Fire Department personnel working in the area of Emergency Medical Services; develops and directs training and certification programs for the EMS division in accordance with national, state and local standards; acts with considerable independence and discretion in serving as the department EMS program manager and technical expert; participates as a member of the department management team, responsible for developing and implementing department goals, objectives, policies and procedures in support of the City's mission, goals and objectives.
Essential Functions of the Job
Directs the development, implementation and administration of Emergency Medical Services training and certification programs for firefighter and paramedic employees; evaluates training needs to ensure established standards and accreditations are maintained; evaluates fire fighter and paramedic technical proficiency in, and application of basic, intermediate, advanced and invasive life support skills; directs the development, coordination and delivery of public education programs.
Identifies, develops and establishes long and short term goals, objectives, policies and procedures for delivery of emergency medical services; oversees and evaluates division activities; coordinates EMS activities with other divisions, departments and agencies; acts as liaison to the Medical Director and manages the contract for services; oversees the maintenance of training and state certification records; represents the City at local, inter-agency and statewide meetings; remains current in recent developments, standards and legislation impacting EMS operations; attends public speaking and community events as spokesperson for the department.
Provides indirect supervision over firefighters and paramedic employees regarding the services delivered in emergency medical treatment, required training and certifications; provides input to interviewing, hiring, training, assigning work, appraising performance, rewarding and disciplining employees, addressing complaints and resolving problems.
Prepares budget development and administration for paramedic and emergency medical services programs; projects funding requirements, monitors and approves expenditures; participates and provides input in the department budget development process.
Performs other duties as assigned.
Requires
In addition to the application of all aspects of advanced life support skills, knowledge of effective management and supervision practices; of the fire department and current developments in emergency medical treatment; of requirements for state and national EMT-P certification; of training development and administration; of public sector budget administration, contract management and purchasing requirements; of research, technical and grant writing techniques; of computer applications and software used in spreadsheets and word processing; of the importance of establishing and maintaining good working relationships with Mayor and City Council, other departments, employees, agencies, and the public.
Ability to develop, implement, administer and evaluate EMS programs and act as technical expert; to read, interpret and apply rules regulations, policies and procedures; to implement policies and programs through subordinate supervisors; to research and analyze information, identify alternatives and develop sound recommendations; to compile, develop and organize data and information into clear and concise written reports; to communicate information, ideas and recommendations effectively orally and in writing; to demonstrate sensitivity to and understanding of the importance of maintaining effective working relationships in potentially controversial situations involving public safety; to prepare and present statistical, technical and narrative reports; to establish long- and short-term goals, objectives, policies and procedures in support of the City's mission, goals and objectives; to coordinate work with other divisions, departments and agencies; to represent the City at meetings and attend public speaking events.
Requires 5-7 years field experience as an Idaho EMT-P or National Registry EMT-P currently or recently, within the last 3 years; minimum 3 years in a supervisory role with increasing levels of responsibility; demonstrated sensitivity to and understanding of the importance of establishing and maintaining effective working relationships in potentially controversial situations involving public safety.
SUPERIOR CANDIDATE QUALIFICATIONS: Work experience in Emergency Medical Services administration or management; ten (10) years as certified Idaho EMT-P or National Registry EMT-P currently or recently, within the last three (3) years preferably in a fire based system; Bachelor's degree in business, public administration or related field desired.
Starting Salary Range:
Starting Salary Range: $71,868 - $ 83, 851 annually ($5,989 - $6,988 per month)
Full Salary Range: $71,868 - $107,808 annually

Selection Procedure

A top group of applicants, determined by the Fire Chief, will be asked to interview with a three member panel. The Fire Chief will make the final hiring decision.
